Description
We are looking for a Senior Marine Surveyor and flag state administrator with
An extensive maritime industry background and experience onboard ship, or in a technical capacity.
STCW II/2 Master unlimited Certificate of Competency, STCW Chief Engineer III/2 unlimited Certificate of Competency, or an Honours Degree in Naval Architecture.
5-10 years’ experience working as a marine surveyor and flag administrator within a Maritime Administration.
Qualification as a Port State Control Officer (PSCO) and as lead auditor (ISM).
Knowledge of ship/yacht registration, flag, port and coastal state requirements.
Knowledge of international maritime legislation and regulations.
Knowledge of the requirements of the Code for the Implementation of IMO Mandatory Instruments.
Knowledge of the requirements of the CCSS, SCV Code and Large Yacht Code.
Requirements
Core Duties/Responsibilities:
Formulating and implementing policy within ADOMS relating to statutory matters and the implementation of the maritime conventions in Antigua and Barbuda ships.
Development and promotion of the Antigua and Barbuda yacht Registry and the development and enforcement of technical standards for yachts.
Providing advice to other offices of ADOMS and to ship owners and clients on the implementation of the maritime conventions.
Monitoring the performance of Antigua and Barbuda ships and in formulating strategies to enhance standards in A&B ships.
Appealing any PSC action on a Antigua and Barbuda vessel where in the opinion of the Director this action is not justified.
Providing technical assistance to legislative drafting when changes to regulations are required and when international instruments are required to be formally adopted and transposed into national legislation.
Developing and drafting technical shipping notices for the approval by the Director.
Monitoring surveys and other duties performed by Recognized Organizations (RO)’s and Recognized Security Organizations (RSO)’s (Classification Societies) on behalf of the Government of Antigua and Barbuda.
Arranging RO & RSO audits and developing audit policies.
Liaise with ADOMS IID on casualty investigations and where appropriate, request formal reports of these investigations to maintain documentary evidence for the Administration Audits by IMO & ISO.
Assist in the registration of ships with or without mortgages and with maintaining the Antigua and Barbuda Register of Ships.
Issue Transcripts of Register upon request from duly authorized persons or bodies.
Answer registration inquiries from potential customers, existing customers and the public.
Issuing seafarer documents using the SHQ system.
Register, amend and delete ships, ship mortgages, ship names, companies, owners and charterers in accordance with the procedures and regulations in place for registrations of ships.
Participate in the administration of ships and seafarers after office hours service of ADOMS in cases of emergencies.
Maintain, administer and further develop the OceansHQ database for the Antigua and Barbuda Ship Register.
Conduct training and provide information on registration and crew certification matters to other offices of ADOMS, as necessary.
