Description

Duties

Performs as Chief; Meteorology Branch, Atmospheric Sciences Division and also supports the Verification
Sciences Division, the Directorate of Nuclear Treaty Monitoring, and other entities as needed. Meteorological technical expert, Division's primary expert responsible for all meteorological analyses and operations.

Prioritize programs/projects to meet mission essential requirements in conjunction with program actions at local or higher level program offices. Assess strengths and weaknesses in organization's scientific approaches; concepts, and/or meteorological data acquisition, processing, and/or dissemination efforts.

Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules. Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff.

Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.

Discharges security responsibilities by ensuring education and compliance with security directives for
employees with access to classified or sensitive material. Recognizes and takes action to correct situations posing a threat to the health or safety of subordinates.

Qualifications

In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for Meteorology 1340 series and Group Coverage Qualification Standard for Professional and Scientific Positions.

This is a GG-14 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: meteorology, atmospheric science, or other natural science major that included:
  • At least 24 semester (36 quarter) hours of credit in meteorology/atmospheric science including a minimum of:
  • Six semester hours of atmospheric dynamics and thermodynamics;*
  • Six semester hours of analysis and prediction of weather systems (synoptic/mesoscale);
  • Three semester hours of physical meteorology; and
  • Two semester hours of remote sensing of the atmosphere and/or instrumentation.
  • Six semester hours of physics, with at least one course that includes laboratory sessions.*
  • Three semester hours of ordinary differential equations.*
  • At least nine semester hours of course work appropriate for a physical science major in any combination of three or more of the following: physical hydrology, statistics, chemistry, physical oceanography, physical climatology, radiative transfer, aeronomy, advanced thermodynamics, advanced electricity and magnetism, light and optics, and computer science.
  • POSITIVE EDUCATION REQUIREMENT: This position has a positive education requirement. If transcripts are not provided, your resume MUST list the appropriate academic field (e.g. biology, mechanical engineering, economics, sociology, etc.) and all courses you have taken (including those failed), which appear to satisfy the qualification requirements of the position for which you are applying. List graduate and undergraduate courses separately. Include the descriptive title and course code, completion date, grade, number of semester, quarter or classroom hours (for education completed at business, secretarial, technical school or military schools) and graduate and undergraduate classes. **As of 1 Sep 2016, current internal AF employees must attach their transcripts. Failure to do so will result in not being referred for the position.

    In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

    SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: assessing strengths and weaknesses in organization's scientific approaches and concepts to improve operational support; coordinating strategic-level meteorological program efforts with representatives of federal and international agencies; directing life-cycle project management; evaluating organizational initiatives for improving corporate terrestrial weather, space weather, and/or climatology forecasting capabilities; Lead as organization's meteorological expert; providing scientific and technical expertise to shape policy development.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

    1. Knowledge of concepts and principles in the field of atmospheric science. Knowledge must be both broad and in depth.
    2. Skill in mesoscale modeling and atmospheric transport and diffusion is required.
    3. Knowledge, through previous interactions or some other means, of national meteorological agencies and/or universities, and their capabilities with respect to this mission is highly desirable.
    4. Knowledge of security procedures to maintain control of classified material is required
    5. Skill in managing, evaluating, and directing highly educated scientists performing very complex work is required.
    6. Ability to communicate effectively, both orally and in writing, in order to produce scientific reports and briefings to high-level audiences is required.
    6. Ability to determine manpower needs, funding requirements, and technical direction for a fast evolving program.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
