You will serve as a PROGRAM MANAGER in the J8 DIRECTORATE of NAVUNSEAWARCENDIV KEYPORT WA, Stuttgart, Germany.

Help

• You will advise management on matters relating to science and technology development.
• You will analyze Science and Technology capability assessments of emerging operational needs to provide to senior leadership.
• You will implement project management techniques to conduct demonstration programs (e.g., acquisition, science, technology).
• You will perform duties as operational oversight/manager of rapid acquisition and fielding projects with responsibilities to demonstrate/test capabilities in an operational environment to support fielding decisions.
• You will be responsible for approval and funding for various technical demonstrations, coordination with various DoD, coalition partner and local agencies to conduct testing and evaluation of technologies.

Qualifications

In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at the GS-13 grade level or ND-04 pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following:

1) Overseeing the overall program definition and direction for all matters relating to Science & Technology (S&T);

2) Formulating and guiding the technical approach of complex projects; and 3) Defining and negotiating with

necessary personnel on resources, schedules, budgets and costs to ensure program success.

This position is equivalent to the GS-14/15 level. The salary range shown above represents all of the positions within the band, equivalent to the GS-14/15. The salary for this position may be limited to a GS-14 Step 10 (currently $138,296).

Successful completion of a bachelor's degree (or higher) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

A combination of college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (I) Professional registration or licensure: Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
